Rival NCP faction miffed at Prime Minister Oli

The president repealed the ordinances related to Constitutional Council Act and Political Party Act on the recommendation of the Council of Ministers yesterday after the prime minister drew flak from both his ruling party leaders and opposition parties.

However, the rival faction of the ruling Nepal Communist Party (NCP) led by party Co-chair Pushpa Kamal Dahal is in no mood to bury the hatchet against the PM.

Dahal and other influential leaders of the party Madhav Kumar Nepal,  Jhalanath Khanal and Narayan Kaji Shrestha continue to pressure PM Oli to call a meeting of the Standing Committee where they could grill the PM as to why he did not consult the party on some issues of national importance, including those of the ordinances.

Standing Committee member Beduram Bhusal, who is close to Madhav Kumar Nepal, told THT that as per the party statute, the PM, who is also the co-chair of the party was required to call a meeting of the Standing Committee in three months, but it’s been more than three months and the PM had not called a meeting of the party body.

Twenty Standing Committee members of the party have submitted their demand in writing to the PM asking him to call a meeting of the Standing Committee soon, but the PM has told them that as the issue of ordinances had already been resolved with their repeal, there was no need to call the Standing Committee meeting soon.

Bhusal said although the PM was trying to delay the meeting of the Standing Committee, he would have to call the meeting within a few days because 20 Standing Committee members had submitted an application for a meeting.

“This is a party statute provision which the PM cannot ignore,” he said. The fact that the PM’s faction is angry with the rival faction can be seen from the prime minister’s Press Advisor Surya Thapa’s Facebook post that blasts the rival faction’s attempt to censure the prime minister. The PM has fallen in minority in all of the party’s key political bodies — Secretariat, Standing Committee, and Central Committee. “People of the country gave almost two-thirds majority to the party as the country had gone through the cycle of hung Parliament, but after party leaders started look for spoils, they have rendered the party into a hung outfit. Conspiracies are being hatched one after the other against party unity. It is shameful that attempts are being made to seize a government that has successfully stemmed the threat of COVID-19 pandemic,” he said.

When asked if the PM would call the Standing Committee meeting, Thapa said: “How can that be possible when the country is under lockdown.” A Standing Committee member who is among the 20 members who have demanded a meeting of the party’s top body, told THT that the next meeting of the CC would review the government’s performance, including some of the controversies that had tarnished the party’s image and could ask the prime minister to apologise for his mistakes.  When asked if he would ask the PM to step-down, the member said: “Nothing is impossible in politics.”

Standing Committee member Haribol Gajurel said the PM was not following the communist party’s rule in governance. “In a country ruled by communist government, the executive head follows the direction of the party, but here the PM is not following that rule,” he said and added that in the days ahead party leaders would put pressure on the PM to abide by the communist party’s norms. “When you have an upgraded car, either the driver has to update his driving skills to drive the car or he should quit,” he said in an indirect reference to the PM.

Britain passes ‘terrible’ milestone of 20,000 coronavirus deaths

LONDON: Britain’s COVID-19 death toll passed 20,000 on Saturday in what the interior minister called “a tragic and terrible milestone” as she urged people to stay at home.

The government is facing growing criticism over its response to the new coronavirus pandemic as the death toll rises. Britain was slower to impose a lockdown than European peers and is struggling to raise its testing capacity.

The country now has the fifth-highest official coronavirus death toll in the world, after the United States, Italy, Spain and France, and scientists have said that the death rate will only start to decline quickly in another couple of weeks.

In mid-March, the government’s chief scientific adviser said keeping the death toll below 20,000 would be a “good outcome”.

The latest daily death toll of 813 hospital deaths brought the number of people who have tested positive for the illness and died in hospital to 20,319.

Interior minister Priti Patel said the country was not out of the woods yet, and pleaded with Britons to stay at home as more people start ignoring lockdown advice. Data showed car usage had started to rise this week.

“Our instruction remains clear, people should stay at home, protect the NHS (National Health Service) and save lives,” Patel told a news conference on Saturday.

“We know that people are frustrated but we are not out of danger. It is imperative that we continue to follow the rules.”

TESTING TIMES

Britain’s total number of deaths is likely to be thousands higher with the addition of more comprehensive but lagging figures that include deaths in care homes. As of April 10, the hospital toll was short of the overall toll by about 40%.

Prime Minister Boris Johnson is still recovering after falling seriously ill with COVID-19 earlier this month and in his absence, government ministers have been struggling to explain high death rates, limited testing and shortages of protective equipment for medical workers and carers.

Health ministry data published on Saturday showed that 28,760 tests were carried out on April 24. That is likely to put further pressure on the government given its target of hitting 100,000 tests per day by the end of April is just days away.

Asked at the news conference when care home deaths would peak, Stephen Powis, the medical director of the National Health Service (NHS) in England, declined to predict a date, but said the care sector would benefit from more testing.

There are concerns that limited testing could mean a slow exit from lockdown and a worse hit for Britain’s economy, the world’s fifth largest.

Earlier on Saturday, Powis declined to give a new number for how many deaths could now be expected after the toll exceeded the 20,000 “good outcome”, but told BBC Radio:

“It will take some time, it may take many years, before the full effect of the pandemic is known in this country.”

Striking a positive note, Powis added the NHS had not been overwhelmed in the way that hospitals in some other countries have been. Healthcare providers were now preparing to ramp up non-coronavirus treatments, such as restarting planned surgeries.

“As we are now beginning to see a decline, a decrease, in the number of patients with coronavirus, it is absolutely the time to start building up our services again,” he said.

French coronavirus death toll close to 22,000: ministry

PARIS: The number of people who have died from coronavirus infection in France rose by 516 to 21,856 on Thursday, the health ministry said in a statement.

The 2.4% increase was slightly slower than on Tuesday and Wednesday, when the death toll increased by 2.6%, but well below the more than 4% rate seen last week.

In Italy, the daily rate of increase in the death toll fell below three percent on April 12, when the cumulative death toll stood at just under 20,000. In the past two weeks, with the number of casualties increasing between 2.8% and 1.8% per day, Italy has seen its death toll rise by more than 5,000 to 25,549.

Spain, whose cumulative coronavirus death toll of 22,157 is just 301 above France‘s, has also seen its death toll increase rate remain stubbornly above two percent for a week despite strict lockdown policies.

The number of people in French hospitals with COVID-19 infection fell further, by 522 or 1.8% to 29,129, the ninth consecutive fall, and the number of people in intensive care fell by 165 or 3.2% to 5,053 in a 15th consecutive fall.

France‘s number of confirmed coronavirus cases rose by 1,653 or 1.4% to 120,804 while the number of possible cases in nursing homes rose by 670 or 1.8% to 37,379. The number of possible cases in nursing homes has been reviewed downwards from a high of 40,726 on April 20.

The total number of confirmed and possible cases of coronavirus infection in France rose by 2,323 or 1.5% to 158,183.
