Over 40 houses inundated in Bara

BARA, JULY 31

Monsoon rain has inundated more than 40 houses due to negligence during the construction of Manmat-Kaliaya Postal Highway, at Shreepur village of Kalaiya Sub-metropolitan City, Bara. The rainwater has also submerged dozens of houses, including saw mills at Bhawanipur of the sub-metropolis.

Lives of 40 families have been hit very hard at Shreepur village due to inundation and other monsoon related disasters. Locals said failure to install a drainage while extending and black-topping the road had caused the problem.

They complained that the local government had not heeded their requests.

Prior to the road expansion, a hume pipe was installed to drain out the water near local school at Shreepur village. A local Hiralal Chaudhary said DS Construction Hetauda and its technicians had removed the hume pipe while extending the road.

“Due to incessant rainfall and inundation, more than two dozen families have been taking shelter in the houses of other people. Water level in the area is still above the knee. We have to wade through the water-logged road to get home. We fear snakes as they come out due to the rainwater,” said another local, Nandalal Chaudhary.

Inundation has adversely affected more than 40 families. Locals had demanded removal of the hume pipes and construction of a culvert.

Inundation has damaged electric machinery worth millions in the saw mills, said Shami Saw Mill proprietor Narayan Prasad Sah. Rainwater has submerged Gadhimai Saw Mill, Hridaya Saw Mill and Ashiya Saw Mill. Sah complained that hundreds of families were rendered homeless as mayor, deputy mayor and CDO turned a blind eye to their problems.

“Rainwater has inundated many houses,” said Sah.

Lockdown relief for tenants

KATHMANDU, JULY 31

The Supreme Court has issued an interim order telling the government to ensure that no landlord evicts a tenant for failing to pay rent in the face of coronavirus pandemic.

A division bench of justices Tej Bahadur KC and Kumar Regmi issued the order in response to a writ petition filed by Central Chair of OBC Federation Gajendra Thakur and others against the Office of the Prime Minister and Council of Ministers.

The court observed that the issue of rent was a matter to be settled between tenants and landlords on the basis of their mutual understanding, consent and humane thinking and the government should ensure that tenants were not evicted from their rented place just because they had not been able to pay rent for the lockdown period. The SC also ordered the government to ensure that no tenant was subjected to mistreatment by landlords for not being able to pay rent for the lockdown period.

The apex court also asked the government to tell local bodies to monitor and supervise the court’s order. The court observed that the government should not deny anybody relief announced during lockdown just because somebody does not have a receipt of house rent.

The petitioner had urged the court to issue an interim order to landlords telling them not to seek rent from hair salon operators since they had been barred for operating since the lockdown was imposed. The government had imposed lockdown on March 24 and lifted it on July 21 with some restrictions.

The apex court observed that it did not need to issue an interim order telling landlords not to seek rent from hair salon operators for the lockdown period as the issue would be addressed in the final hearing of the case.

Minister highlights Padmasambhava Circuit

Kathmandu, July 30

Minister of Culture, Tourism and Civil Aviation Yogesh Kumar Bhattarai said Padmasambhava Circuit would be a milestone for the development of tourism industry in the country.

In a discussion program held at the Ministry of Culture, Tourism and Civil Aviation with stakeholders and office-bearers of Barbara Foundation on the development of Padmasambhava Circuit, Minister Bhattarai said the circuit was connected with the Buddhist philosophy and had cultural and religious significance.

Bhattarai expressed confidence that the circuit would help attract many Tibetan and Chinese religious tourists and would help to lengthen their stay. He said the government had allocated budget for the development of the circuit in the new fiscal year. He also instructed the concerned department under his ministry to prepare a DPR for the same. Claiming that the circuit would be developed as an international cultural hub, he said, “Padmasambhava, a key religious leader to propagate Buddhism, had travelled to various places across Nepal. Those places could be developed as tourism centres.”

Director General of the Department of Archeology, Damodar Gautam said Padmasambhava, usually referred to as Guru Rinpoche, had arrived Nepal from Takshashila, in the eighth century for penance. Tibetan king of the era had invited him to Tibet to propagate Buddhism there, said Gautam. Also speaking in the discussion, Lumbini Buddhist University Prof Ramesh Kumar Dungel said Padmasambhava Circuit would contribute to promote international cultural tourism.

Lumbini Development Trust’s Vice-president Abadhesh Tripathi and Buddhist Philosophy Promotion and Monastery Development Committee Chairperson Phupuchembe Sherpa Jikdol said Padmasambhava Circuit should be developed as an important tourism product.

Hotels and restaurants, that had remained closed for the past four months due to the lockdown, have resumed their business from today.

The government had decided to resume hotel business from July 30 after the four month-long lockdown. Offices related to trekking, travel and mountaineering have come into operation in view of tourism season. Tourism entrepreneurs plan to take the business ahead by following health protocol with new enthusiasm after the end of lockdown.

First Vice-chairperson of Hotel Association of Nepal, Binayak Shah, said the dilemma persisted about issues like whether or not foreign tourists visiting Nepal have to stay in quarantine. There is still a slim chance of foreign tourists visiting Nepal any time soon. Tourism entrepreneurs said that they were ready to welcome tourists. They also said they would be able to uplift their business to some extent, pinning their hope on domestic tourists and that it would take some time for the business to return to normalcy.

Hotel entrepreneurs are planning to bring only 10 per cent of the total capacity of a hotel into operation at the initial phase.

Hotel entrepreneurs said they have resumed their business only with the intention to create an environment conducive to run business rather than making profit. The government has decided to resume domestic and international flights from August 17.

Senior leader of Nepali Congress Ram Chandra Paudel and party General Secretary Shashank Koirala today wrote a joint letter to the party President Sher Bahadur Deuba, saying they had lost confidence that the upcoming 14th National Convention of the party would be held in a free, fair and impartial manner.

The leaders organised a press conference after submitting their memorandum to the president at the party office. They said it was important for the party to distribute active membership in a transparent manner and carry out its activities as per the party statute and rules.

They said all party bodies, including President Deuba had become caretaker office bearers as the tenure of the current leadership and all party bodies had already ended in mid-March. Paudel and Koirala also opposed formation of some party departments arguing that as per the party statute, Deuba was supposed to form all departments of the party within six months, but he has been forming the departments even after the end of the tenure of the central leadership. Recently, Deuba had nominated office bearers in some party bodies and had also formed the Senior Politicians’ Assembly.

Paudel and Koirala accused Deuba of forming party departments to influence the result of the upcoming national convention in his favour. They reminded Deuba of the dissolution of the party departments by former president Sushil Koirala after Deuba opposed the formation of the departments in the third year of Koirala’s four year tenure. They wrote in their letter that formation of party departments, nomination of office bearers and creation of posts in party bodies at a time when the date for the next National Convention has already been fixed, was a violation of party statute.

They said the party had been distributing active membership to party cadres in some districts, but in other districts the party had not been distributing active membership to the deserving candidates. They also demanded that all NC diaspora organisations should hold their conventions before they could be eligible to be elected as National Convention representatives. They also demanded that all bodies of the party should hold their conventions without further delay.

Pressure mounts on NCP chairs to call CC meet

KATHMANDU, JULY 29

As many as 152 members of the Central Committee of Nepal Communist Party (NCP) today wrote a letter to party co-chairpersons Pushpa Kamal Dahal and KP Sharma Oli demanding that a meeting of the Central Committee be held as soon as possible to discuss all issues that the party currently faces.

The move of the ruling party’s Central Committee members comes at a time when the rival faction of the party led by Dahal and senior leader Madhav Kumar Nepal has asked Oli to step down either as prime minister or NCP co-chair. Oli, however, has refused to quit any of the two posts.

NCP Central Committee members who penned the letter to both co-chairs said that they were worried about the rift between the two leaders and wanted all issues to be settled by the Central Committee as per the accepted rules and system.

Gopal Thakur, who is among the 152 NCP leaders seeking CC meeting, said all the contentious issues should be settled by the Central Committee as Dahal and Oli had failed to narrow down their differences even after holding multiple rounds of one-on-one talks and group negotiations.

“Communist parties practice collective leadership, but in our party Oli is acting unilaterally,” said Thakur.

He added that repeated postponement of the Standing Committee meeting gave an impression that the NCP was unable to take decisions.

He said all leaders, including the party co-chairs would have to abide by the party’s decisions.

“Oli has created deadlock in the party which is affecting the entire country,” he added. Thakur said Central Committee members also wanted to know why the government had failed to control the spread of the COVID-19 pandemic.

“There are also some governance issues that we want to discuss. If the government bought health equipment under government to government deal, why were they so costly? Stuff bought under government to government deal should be available at relatively cheaper price,” he argued.

Another CC member and lawmaker Ram Kumari Jhankri said they had demanded CC meeting to save party unity and to ensure the government’s effectiveness.

“Twenty members of the Standing Committee had written a letter demanding Standing Committee meeting. Leaders delayed holding the Standing Committee meeting.

She added that the CC was the party’s highest political body that could remove any leader or nominate anybody to any party body. She said the CC could settle all political issues, including those related to party organisation and ideology. She said deadlock in the party had affected governance.

She said CC members were against the personal give and take between the two co-chairs.

Jhankri said the government had failed to control the spread of COV- ID-19 and to carry out effective relief and rescue operation for flood and landslide affected people. “We don’t feel the presence of the government,” Jhankri added.

According to Jhankri, her party is bound to call the CC meeting within 30 days after 25 per cent members demand CC meeting. With 449 members in the ruling party’s Central Committee, 152 is way above that threshold.

Women from Chepang community demand skill-oriented training

Chitwan, July 28

The Chepang women of Ichchhamanakamana Rural Municipality in Chitwan have demanded skill-oriented training. They voiced their concern while attending a programme organised by an NGO at Phisling of Ichchhamanakamana RM-3, recently.

Jyoti Chepang said she was interested to learn driving for income generation but could not due to lack of money. “I want to be a driver, but there is no training centre in the locality. Financial problem is a hindrance,” she said, adding that more than two dozen women from her community were willing to learn driving.

Anshu Chepang said she wanted to learn tailoring and added that she wasn’t aware about training provided by the rural municipality. Sunimaya Chepang said she wanted to be trained as a beautician and run a beauty parlour.

Likewise, Dilmaya Chepang was interested in commercial farming and shared that the seeds distributed by the rural municipality were of low quality. Training on commercial farming could benefit them, she added. For lack of education, many Chepang people including women are unemployed in Ichchhamanakamana RM. On the occasion, Ward 3 Chair Gobardhan Adhikari said he would take initiative to provide skill-oriented training to the Chepang women as per their demand and interest.

He informed that the rural municipality had prioritised agriculture.

Daman Kumari Chepang said it would be better to provide training based on the interest and capacity of people. Agriculture Section Chief at the municipality Anand Ghimire urged the women to be engaged in farming. Central General Secretary of Nepal Chepang Association Aita Sing Chepang said the Chepang community also needed to be aware of their identity and culture while receiving assistance from various organisations.

US coronavirus deaths rise by 1,200 for first time since May

US deaths from the novel coronavirus rose by more than 1,200 on Tuesday, the biggest one-day increase since May, according to a Reuters tally.

California and Florida, two of the most populous states, reported a one-day record spike in deaths on Tuesday, together accounting for 362 of the 1,227 new deaths. Arkansas, Montana and Oregon also had one-day record increases in COVID-19 fatalities.

Tuesday’s surge in deaths comes on top of US deaths rising on a weekly basis for three weeks in a row. Last week, fatalities increased by over 1,000 for four days in a row.

A spike in infections in Arizona, California, Florida and Texas this month has overwhelmed hospitals. The rise has forced states to make a U-turn on reopening economies that were restricted by lockdowns in March and April to slow the spread of the virus.

The United States has lost nearly 150,000 people in total since the virus was first detected in the country in January, the highest number in the world. Cases rose by over 64,000 on Tuesday to a total of 4.38 million.

Of the 20 countries with the biggest outbreak, the United States ranks sixth for deaths per capita, at 4.5 fatalities per 10,000 people. It is exceeded by the United Kingdom, Spain, Italy, Peru and Chile.

FNCCI agro offshoot under CIAA scanner

KATHMANDU, JULY 28

Anomalies in the Agro Enterprise Centre — the agriculture wing of the Federation of Nepalese Chambers of Commerce and Industry — have once again resurfaced as the Commission for the Investigation of Abuse of Authority has initiated a probe into financial transactions made by AEC in the past several years.

Sources at FNCCI said the CIAA had recently written a letter to the federation asking it to submit all documents related to income and expenditure at AEC. The anti-graft body has also sought details of Sworgadwari Seed Company, Agri Tech Ltd, Rasuwagadi Agro Farm and Rautahat Fishery and Seed Industry that were brought into operation with support from the AEC under FNCCI.

The AEC has been running different agriculture-projects under FNCCI across the country. Of late, questions were raised on financial irregularities within the AEC and its projects. Under the AEC, the FNCCI has been running over half-adozen agriculture projects with the financial support of the government and other development partners.

Anomalies in the AEC reached a peak in January last year after the then FNCCI treasurer Gyanendra Lal Pradhan stepped down from his post over his conversation with the media about possible irregularities in AEC.

Following his leaked remarks on the anomalies in AEC, the FNCCI had sought clarification from Pradhan. Ultimately, Pradhan tendered his resignation from his post at FNCCI.

Following his resignation, Pradhan had further raised issues regarding the lack of transparency in AEC, particularly the practice of preparing separate financial statements and audit reports of AEC and FNCCI despite having a single personal account number.

Though other office bearers had not been officially commenting on the irregularities in AEC, they had been unofficially accepting that anomalies did exist in AEC.

The CIAA starting a fresh probe into AEC also means that the current leadership of FNCCI, led by President Bhawani Rana, will be under pressure while the organisation is preparing to hold its election for the new executive committee in the near future.

Rana will be under pressure to handle this issue as she had served as the coordinator of AEC for several years in the past.

Police recover precious metal, pistol, fail to nab racketeers

Kathmandu, July 28

Nepal Police confiscated a large amount of gold and gold-coated silver, along with two pistols, from Kamaladi, this morning.

The incident unfolded when some officials of the Metropolitan Police Circle, Durbar Marg, were on regular patrol in Krishna Pauroti area.

During a security check, a Scorpio vehicle numbered Ba 6 Cha 5519 defied police instruction to stop and sped away from the scene, said police.

According to Deputy Superintendent of Police Raj Kumar KC, the police team then followed the vehicle. As they approached Nabil Bank in Kamaladi, people in the vehicle threw away a heavy white bag.

As attention of the police team was diverted by the bag, the vehicle escaped.
Police found two 30-caliber made in China pistol and two magazines along with eight gold coated metal blocks, weighing a kilogram each, and 26 similar blocks weighing 250grams, each.

Police later verified that only half kilogram of the metal was real gold while the remaining blocks were gold coated silver.

Police have not revealed the identity of the vehicle owner and are yet to trace the vehicle.

There has also been no arrest yet in connection with the incident.

A police source talking to THT said they had information about the possible illegal activity, but failed to nab the offenders.

Rift between the co-chairs of the ruling Nepal Communist Party (NCP) deepened further today, as Prime Minister KP Sharma Oli unilaterally postponed the scheduled meeting of the party’s Standing Committee.

The rival faction led by Pushpa Kamal Dahal and senior leader Madhav Kumar Nepal, however, held the Standing Committee meeting in the absence of Oli and termed Oli’s unilateral move to postpone the meeting against the party statute, Standing Committee member Asta Laxmi Shakya told THT. Thirty-one members of the Standing Committee close to Dahal and Nepal were present in the meeting who also asked Dahal to talk to Oli and fix the next Standing Committee meeting with his consent.

Before the Standing Committee meeting today, Dahal and senior leader Jhalanath Khanal had gone to meet Oli to request him to attend the Standing Committee meeting, but they failed to convince him. Almost a dozen members of the Standing Committee who are close to Oli also did not attend the meeting.

Some members of the Standing Committee had already reached the meeting venue in Baluwatar and others were on their way when NCP party Secretariat announced that today’s meeting of the party body had been put off, as Oli and Dahal had not prepared proposals to be presented in the meeting as per the directive of the party Secretariat.

When this message of postponement was disseminated by PM’s Press Adviser Surya Thapa, Standing Committee members called Dahal to enquire about the postponement, but Dahal told them that he had not consented to the postponement.

“Oli had asked me yesterday and today about the postponement of today’s Standing Committee meeting, but I had told him that postponing the meeting again would be wrong,” said Shakya.

She said Oli was in no mood to iron out differences with the other faction. “He has been avoiding Standing Committee meetings. He does not want to listen to party leaders’ views.

How can he run the party?”

Shakya wondered. She said leaders could take decision against Oli on the basis of majority, but they had shown restraint for the sake of party unity.

Deputy parliamentary party leader of the NCP Subas Chandra Nembang, who is close to Oli, said the meeting that Dahal/ Nepal faction claimed to have held today was not an official meeting. He added that was clear from their own decision to urge Dahal to call the next meeting with Oli’s consent. He said Oli had waited for Dahal for almost two hours in the morning for consultation, but Dahal did not turn up for the one-on-one meeting with the PM.

Both co-chairs were supposed to dwell on the party’s early general convention as mandated by the party Secretariat.

Meanwhile, NCP Vice-chair Bamdev Gautam today issued a six-point statement to prevent a split in the party. Gautam said Oli should continue to hold the post of party’s co-chair till the unity convention and should continue as the PM till the next general election. He added that Dahal should continue to have executive powers and the next General Convention should be held on the basis of consensus.

He said the party should not interfere in the government’s day-to-day functioning, but the PM must consult the party Secretariat before taking decisions on key national and international issues. Gautam asked the PM to reshuffle his Cabinet after consulting the party Secretariat.

Dahal added that party meetings should be held at party headquarters. The ruling party has been holding its Secretariat and Standing Committee meetings at the PM’s official residence in Baluwatar.

New curriculum for Grade XI from this year

Despite complaints about lack of preparations, the government is all set to implement a new curriculum for Grade XI from this academic session.

The new curriculum is coming into effect as per the vision of the constitution of Nepal, federal structures and prosperous Nepal after approving “An Outline of New Curriculum of School Education 2020’.

The Curriculum Development Centre has made it clear that preparations were completed for implementation of the new curriculum from this year itself despite confusions looming large following the COVID-19 pandemic.

However, stakeholders, including Higher Institutions and Secondary Schools’ Association Nepal and some publishers from the private sector have taken exception to the government move arguing that their ownership was rejected in the outline development.

The outline was made on the basis of fundamental rights, three layers of government, issues of socio-economic transformation, school sector development programme, contribution of education in nation’s sustainable development and other issues.

CDC’s Director Ganesh Prasad Bhattarai said the decision has already been made for implementation of the new curriculum and there was no chance of retreat since the new curriculum was in line with the federal system of the country.

At an interaction organised by Education Journalists’ Society here today, Bhattarai said the curriculum up to Grade XII would be based on secondary school structure unlike the university course-based curriculum of the past.

NHRC concerned about youths staging hunger strike

Kathmandu, July 27

The National Human Rights Commission has drawn the government’s attention to the human rights of youths staging hunger strike and asked the government to address the demands of the agitating youth.

Activist, Iih, 26, an initiator of ‘Enough is Enough’ campaign and Samaira, 21, have been staging hunger strike for the last 10 and eight days respectively. The agitating activists are demanding that Rapid Diagnostic Tests be scrapped and PCR testing be increased. They also want the government to ensure quarantine safety.

Issuing a press statement, NHRC urged the government to address demands of the agitating side and safeguard their lives. The rights body has also asked the government to resolve the issue by implementing the agreement inked in the past.

Iih and Pukar Bam, 30, had on July 7, ended their hunger strike on the 12th day after the Ministry of Health and Population agreed to fulfil their major demands through a 12-point agreement.

The government had agreed to scrap RDT, increase PCR tests and release people from quarantine only after ensuring that they had not contracted the virus.

The government had also agreed to increase the PCR tests of health workers who were in the frontline in the fight against COVID-19. The government has also agreed to draft new regulations for COVID-19 handling methods. But, since the government did not work towards implementing the agreement, the agitating youths launched the hunger strike at Basantapur of Kathmandu for the second time.

The NHRC team, after visiting the agitating youths, also appealed to them to remain open for ways to meet a point of compromise and end the hunger strike as soon as possible.

Nepal Rastra Bank pins relief to COVID impact

KATHMANDU, JULY 27

Nepal Rastra Bank has put various sectors into three categories on the basis of the level of impact caused by the COVID-19 — highly-affected, semi-affected and least-affected.

Issuing a circular today, the central bank classified crisis-hit sectors into these segments and said that different relief provisions announced through the Monetary Policy for fiscal year 2020-21 would be provided on priority basis.

The NRB has classified tourism industry (hotels, restaurants, trekking/travel agencies, home stay and resorts), aviation and transportation, entertainment hubs, poultry farming, bee-keeping and livestock farming and foreign employment recruiting agencies as sectors highly affected by COVID-19.

It has placed plastic and home appliances manufacturers/traders, educational institutions and child-care centres, beauty parlours and hair salons, consultancy service providers, hospitals and clinics, construction sector, pharmaceutical producers, under-construction hydropower and renewable energy projects as businesses that are semi-affected by COVID-19.

Hydro projects that are already connected to the national electricity grid, e-commerce businesses, essential goods producers, importing trade, petroleum industry, advertising services, internet and telecommunication service providers, liquor and tobacco business and gold and other jewellery business have been classified as sectors least affected by the coronavirus crisis.

According to NRB, different relief packages announced by the government and the central bank will be provided to sectors based on the level of COVID impact. While sectors most affected by the contagion will get loan payment (including instalment and interest payment) period extended by one year, sectors moderately and least affected by COV- ID-19 will get loan payment period extended by nine months and six months, respectively.

In case of tourist standard hotels, the loan repayment period can be extended by two years.

Through the unified directive issued to banks and financial institutions, the central bank has also tightened criteria for issuing personal/individual loans and has made it mandatory for individual borrowers to clearly disclose the purpose of the loan. Amending its Unified Directive-2019, NRB has made disclosure of purpose compulsory on overdraft loans of up to Rs 5 million.

Prior to this, BFIs were allowed to disburse overdraft loans under ‘personal purpose’ heading, within the limit set by NRB.

LMC staffers protest arrest of ward chair

Kathmandu, July 27

Employees of Lalitpur Metropolitan City, along with members of the Local Level Employees’ Union, halted all official works of the local government today, protesting the recent arrest of one of the ward chairs in the metropolis.

The anti-human trafficking bureau of Nepal Police had recently arrested Shree Gopal Maharjan for allegedly producing fake relationship verification certificate. Police suspected that the same certificate was used for illegal kidney transplantation at Bharatpur-based College of Medical Sciences Teaching Hospital on 10 June 2019.

Maharjan was arrested on July 12 along with 11 other accused accomplices, including three doctors and two police personnel.

Following his arrest, work at all wards of the local government was halted for the day.

The employees, issuing a press release, stated that police had unnecessarily pulled the ward chair into the scheme. They also urged the police to direct the investigations to the right track to find out real culprits in the case.

Chiri Babu Maharjan, mayor of LMC, said that although he did not favour employees’ act of halting work, the police action cannot be justified as the ward chair seems to have been tricked into doing so.

“The first original copy of the relationship certificate was genuine, but it looks like fraudsters had cheated them while acquiring the second copy of the certificate,” Maharjan said.

He also said that Maharjan could be charged for negligence, but his role in the crime could not be justified.

SC dissatisfied with its verdicts being questioned

The Supreme Court today issued a press release saying its attention had been drawn to recent media reports, comments and activities about its recent orders/verdicts.

The apex court has not mentioned any particular case but said its two recent orders/verdicts had drawn flack.

A division bench of Chief Justice Cholendra Shumsher JB Rana and Justice Tej Bahadur KC had commuted the life sentence of murder convict former deputy inspector general of Armed Police Force Ranjan Koirala to eight-and-a-half-years.

Similarly, the division bench of Sapana Pradhan Malla and Manoj Kumar Sharma had issued an order to release Prithvi Malla, who has been indicted in a vehicular manslaughter, on bail.

Some political leaders and critics have opposed these orders and verdicts.

The SC said that there was established principles and rules for seeking remedy against a court’s order and verdicts.

While the people have the right to make fair criticism against a verdict or order, people should also be mindful that dissemination of misleading news and comments about the judiciary’s acts and proceedings leads to erosion of people’s faith in the judiciary.

The SC said that it was an established constitutional principle, legal and judicial principle to correct any mistakes that might have been made during court proceedings and therefore, people should refrain from commenting on sub-judice cases in a manner that could adversely impact the administration of justice. The SC said it was always serious about people’s desire to see an independent, impartial and competent court and ensuring rule of law.

PM’s fate in hands of NCP Standing Committee?

KATHMANDU, JULY 27

Nepal Communist Party (NCP) Standing Committee members are planning to decide the fate of Prime Minister KP Sharma Oli, who is a co-chair of the party but has been avoiding Standing Committee meetings, by majority vote if he stays adamant on holding on to both the top posts.

The next Standing Committee meeting is scheduled for 11:00am tomorrow. The meeting has already been postponed eight times to let Oli and the other Co-chair of the party Pushpa Kamal Dahal iron out their differences, but the two leaders have remained adamant on their stances.

Standing Committee member Asta Laxmi Shakya, who is close to Madhav Kumar Nepal, said Dahal had assured her that the scheduled meeting of the Standing Committee would take place.

“I told Dahal that Oli had crossed all limits by choosing not to attend Standing Committee meeting and inciting his supporters to raise slogans on the streets in his favour.

Now Dahal is the only co-chair of the party in whom party leaders can repose their faith,” Shakya said. She added that Dahal had acted patiently while Oli was defying party rules. “I told Dahal that the party could take decisions either on the basis of consensus or majority. If there is no consensus in the Standing Committee, then decisions should be taken on the basis of majority,” she added.

Oli does not have majority in the party’s Secretariat, Standing Committee or Central Committee.

Since majority of Standing Committee members have asked him to resign, Oli may have to quit the PM’s post if the committee puts the issue to vote.

Dahal and Nepal have asked Oli to quit either the PM or party cochair’s post for failing to follow party directives and address governance issues, but Oli is adamant on holding on to both the posts. Dahal/Nepal faction has also blamed Oli for failing to effectively handle the threat of COVID-19.

A leader close to Dahal told THT that the dispute within the party was not for post and position, but for rules and principles. He said Dahal wanted the government to abide by the party’s decisions, but Oli had been defying party decisions.

“Oli wants to maintain the status quo following capitalist policies, while Dahal wants to achieve goals of socialism. He wants the party to decide on what should be its short-, medium- and long-term policies to achieve goals of socialism,” the leader said.

Deputy parliamentary party leader of the NCP Subas Chandra Nembang said Oli and Dahal were scheduled to hold dialogue tomorrow morning before the Standing Committee meeting.

The next Standing Committee’s agenda would depend on what transpires in the meeting between the two co-chairs, Nembang added.

He said the demand that Oli should resign from either of the two top posts was against the spirit of unity between the erstwhile CPN- UML and CPN-Maoist Centre. Unless there is an agreement between the two co-chairs, Oli should not be asked to resign as PM or party cochair, he argued. Nembang said the next General Convention of the party would elect the new chairperson, while the next PM would be chosen after the new general election.

Nembang also said the unity agreement stated that the next General Convention would be a GC of unity and consensus which would entail election of leaders on the basis of unity and consensus. If the next GC cannot elect the new executive committee on the basis of unity and consensus, then that will go against the spirit of unity between the UML and CPN-MC, he added. He said the party would split if the next GC elected the executive committee on the basis of majority.

NCP Spokesperson Narayan Kaji Shrestha said the party leaders would try not to postpone the Standing Committee meeting scheduled for tomorrow.
