Swindling racket busted, eight members arrested

KATHMANDU, SEPTEMBER 30

Police have nabbed eight persons who were involved in swindling money from people on the pretext of exchanging foreign currency at a rate lower than the market rate.

The police came to know about the large scale business of the racketeers and their notorious history following the arrest of a few members of the gang last Friday on September 25.

Earlier, a youth Nawaraj, 25, (name changed) from Dhapasi, who had recently returned from foreign employment was looted by the members of the group.

According to police, Nawaraj was lured by a young girl whom he had known through Facebook.

She had told Nawaraj that her family had found a large amount of US Dollars from an earthquake rubble and they were willing to exchange it with Nepali currency at a lower rate.

Nawaraj, who had met the girl once at a hotel room agreed to exchange Rs 500,000 for USD. After a few days, he went near Rose Village Apartments in Balkot, Bhaktapur with the cash. There, two persons along with the girl handed him apparently a bundle of USD bills wrapped by a towel in exchange of Nepali currency.

While exchanging the money, Nawaraj was shown some original US dollar bills.

But below the original US dollar bills were actually stacked a bulk of paper cut in the size of the USD bill. Unaware of it Nawaraj had handed his money to them. As soon as they received the money all three, including the girl, left the scene.

When Nawaraj checked the bag he finally learned that he was swindled by the girl and her friends. He then lodged a complaint against the girl and her team at Bhaktapur Police. Police soon arrested them and five more persons from their rented rooms at Bode of Madhyapur Thimi Municipality.

Of those arrested are, leader of the group Khel Bahadur Tamang, 36, Rail Bahadur Tamang, 33, Shyam Bahadur Tamang, 33, Ram Krishna Tamang, 25, Kanchi Tamang, 32, Raj Kumar Tamang, 33, Nirmal Bhandari, 23, and Bimal Bhandari, 21.

All of them are from Barhabise Municipality, 3, of Sindhupalchowk district and are related to each other or are neighbours.

Only after their arrest last Friday, police came to know that they were involved in similar 10 other cases. The group had been active in swindling money from people for the past six years and they had swindled millions of rupees in the same manner. Subash Budhathoki, inspector and spokesperson for Metropolitan Police Range, Bhaktapur, said some of them lived at various places in Kathmandu valley, in disguise as commoners.

“The gang members were involved in activities like animal husbandry and truck driving. They were very friendly to their neighbours wherever they lived.”

The leader, Khel Bahadur had bought two ropani land in Shankharapur Municipality of Kathmandu district.

Govt still undecided on Grade XII examinations

KATHMANDU, SEPTEMBER 30

Though various alternatives for conducting the stalled exams have been recommended, the government has failed to take a decision to hold Grade XII examinations.

The National Examination Board had suggested the government if holding examinations inside classrooms was not feasible, online exams could be conducted for 40 marks, with 20 marks allocated for practical exams and the total marks obtained by a student in Grade XI exams could be converted to 40 marks for the evaluation.

Another alternative suggested by the NEB was that evaluation and certification could be done through 50 per cent internal assessment and the remaining 50 per cent marks could be calculated by converting from the marks obtained by a student in Grade XI.

Although NEB’s suggestion has been forwarded to the Council of Ministers through the Ministry of Education, Science and Technology, for its approval, no decision has been made regarding this so far and this has created confusion among the students and parents.

If a decision on this matter is not immediately made, then there will be slim possibility of conducting the exams before the Dashain festival.

Moreover, it would be difficult to conduct the exams in the mountainous districts after the Dashain due to the cold. In such a situation, experts suggest, the second alternative of the National Examination Board has a high chance of implementation.

Questions have been raised regarding the authenticity of the online exams said to be held for 40 marks as it was going to be an ‘open book exam’. Besides internet access for students in remote parts of the country was a major issue.

A few days ago, Minister of Education Giriraj Mani Pokharel had said that the ministry was for administering the examinations in one or the other form as the Grade XII exam is a board examination and it has to have international equivalence. If online exam is held, questions will arise on the duration of the exam and assigning of the exam centres.

SC hearing against Gautam’s nomination to NA begins

Constitutional bench of the Supreme Court today began hearing in the case filed against Nepal Communist Party (NCP) Vice-chair Bamdev Gautam’s nomination to the National Assembly.

Lawyers representing petitioners, Senior Advocate Dinesh Tripathi and Advocate Badri Raj Bhatta and the government presented their arguments. Hearing of the case will continue on Friday in the same constitutional bench headed by Chief Justice Cholendra Shumsher JB Rana.

Other justices in the bench are Deepak Kumar Karki, Hari Krishna Karki, Bishwambhar Shrestha and Ishwar Prasad Khatiwada. Petitioner Tripathi argued before the court that nomination of Gautam to the Upper House had undermined the decisions of his electors, who voted against him in Bardiay-1 constituency.

He also said the provision whereby the president nominates three persons to the NA on recommendation of the government is for nominating distinguished persons of various walks of life and not for a regular leader like Gautam.

The constitutional provision stipulating that a person, who has lost the HoR election cannot become a minister in the same tenure of the HoR means that such a person cannot also become a member of the NA, he argued. Tripathi said the government used the constitutional provision with mala fide intention against the scheme of the constitution. Advocate Pankaj Kumar Karna, who pleaded on behalf of the petitioners said had the constitution imagined of nominating any person from any field, the law of the land would have incorporated provisions for electing all 59 members to the NA through direct election. But since the spirit of the constitution was to nominate distinguished persons, who have contributed to national life such as economist, scientist, artists and academicians, the constitution incorporated provision for nominating three people to the 59-member NA.

Attorney General Agni Prasad Kharel said as per Article 87 of the constitution, Gautam was eligible to become a member of the federal parliament and thus Article 78 (4) did not apply to him. Kharel said under the Interim Constitution, Mahantha Thakur and Madhav Kumar Nepal, who had lost Constituent Assembly elections, were later appointed to the NA among the 26 nominees.

Nepal even became prime minister. He also cited the case of late prime minister Krishna Prasad Bhattarai, who was defeated in the House of Representatives elections held in 1959, but was nominated to the HoR and he later became the speaker of the House in the same tenure of the HoR.

“One-time defeat does not mean that the loser has been disqualified forever,” he argued.

The bench had given two hours each, to the lawyers representing the petitioners, the government and Gautam to conclude their arguments. The court will hear arguments from Gautam’s lawyers on Friday and would give the petitioners a chance to rebut their arguments.

Earlier a single bench of the SC had ordered the government to keep Gautam’s process in status quo besides asking the government not to assign extra constitutional responsibility to him.

Private labs get ultimatum to cut PCR test fee

KATHMANDU, SEPTEMBER 30

The Ministry of Health and Population has given a 24-hour ultimatum to private hospitals and laboratories to bring down the fee for polymerase chain reaction test to Rs 2,000 per test in line with the rate fixed by the government.

“In case they fail to do so, the permission given to them to conduct the test will be scrapped,” said Jageshwor Gautam, spokesperson for the Ministry of Health and Population, today.

Eight private hospitals and laboratories, including HAMS Hospital, Star Hospital, B&B Hospital and Nepal Mediciti Hospital had issued a press statement on September 27 saying that they would be charging Rs 3,899 for a PCR test.

Earlier on September 14, the government had decided to decrease the fee for PCR test that diagnoses COVID-19 to Rs 2,000 from Rs 4,400.

The Health Emergency Operation Centre had issued a directive to all the laboratories conducting PCR test to charge Rs 2,000 per test as per the decision taken by the Incident Command System meetings held in the presence of Minister of Health and Population, Bhanubhakta Dhakal on September 14.

On August 31, the government had slashed the fee for PCR tests to Rs 4,400 from Rs 5,500.

According to Gautam, the Incident Command System of the Ministry of Health and Population had decided that labs charging fee in excess of what the government had fixed should be warned before directing National Public Health Laboratory to scrap the permission given to them to conduct test.

In case the errant labs fail to bring down the fee even after that the Ministry of Home Affairs and Department of Commerce, Supply and Consumer Protection Management will be asked to take action against them on the charge of black marketing.

Jyotindra Sharma, executive director at HAMS Hospital, said they would not abide by the government ultimatum, adding that the fee fixed by the government was not reasonable.

“Private hospitals and laboratories have to bear additional cost that government hospitals don’t have to,” added Sharma.

“As the health ministry has told us to decrease the price of the PCR test, all the laboratories and hospitals’ management should sit and discuss the issue and come up with a solution,” said Sharma.

Four other labs that are charging Rs 3,899 are also based in Kathmandu valley. They are: Intrepid Diagnostic Centre, Decode Genomics and Research Centre, Central Diagnostic Laboratory and Research Centre and Saurya Healthcare Private Ltd.

SWC asked to nullify inactive NGOs

KATHMANDU, SEPTEMBER 29

The Women and Social Welfare Committee of the House of Representatives has directed the Social Welfare Council to nullify the non-government organisations that fail to renew their registration under the prevailing law.

At a meeting held with office-bearers of the SWC held in Kathmandu yesterday, the house panel warned that many of the NGOs had not renewed their registration at the SWC. “A report from the SWC shows that there are nearly 50,000 NGOs across the country. Many of them got registered with the SWC but don’t get renewed as per the rules. Despite non-renewal of the organisations, they have not been nullified,” the parliamentary panel said.

“We direct the SWC to furnish a reason as to why it did not take initiative for cancellation of such NGOs.”

The SWC is the authorised body of the government to regulate and monitor NGOs and their activities. It is also mandated to evaluate the projects implemented by NGOs. It is mandatory for the NGOs to obtain approval from the SWC.

The parliamentary panel has also directed the SWC to select and approve the projects proposed by NGOs based on national priority, while ensuring equitable mobilisation of their budget for regional balance.

The SWC has been told to determine outcome indicators of the projects to be implemented by NGOs.

“The SWC is expected to submit its annual report as per the directives of the house panel beginning the current fiscal,” read a decision of the committee.

The house panel said the rent of land and physical structures leased out by the SWC in Kathmandu valley and other places of the country was lower than the prevailing market value.

“People have complained that the process of leasing out land and structures was not transparent and lacked competition. The SWC is directed to submit reasons explaining the issue to the house panel as soon as possible,” read the decision.

CIB refuses to arrest persons operating networking business

KATHMANDU, SEPTEMBER 29

The Central Investigation Bureau said it had no jurisdiction to arrest owners of 25 suspicious companies over illegal networking business.

Department of Commerce, Supplies and Consumer Protection had written a letter to the CIB around a week ago, requesting it to arrest above 50 business persons and company owners for allegedly running networking business.

Networking business is a multi-level marketing business.

The business has been declared illegal in Nepal.

CIB said it could not arrest any person for operating networking business because the issue was no more under its jurisdiction and there was no court order asking it to do so.

Superintendent of Police Bel Bahadur Pandey, spokesperson of CIB said, “We have made the concerned body clear that we won’t be able to support them as per their need as the issue did not fall into our jurisdiction.” Pandey further said that it was the same department which had denied the police to investigate into the networking business.

“Since they don’t have idea about how to handle the case, they are trying to pass the responsibility to us. But, honestly, we don’t have authority to look into that case anymore,” Pandey added.

The Industry, Commerce, Labour and Consumer Welfare Committee of the Parliament on July 31, had directed the government to halt issuing licenses to networking businesses.

The directive was issued following the prior decision of the DoCSCP to issue multi-level marketing business licences to various firms.

The act was widely criticised by consumer rights activists citing that such firms were notorious for cheating customers in the past.

Netra Prasad Subedi, director general of DoCSCP said they were only seeking support from police for the arrest as expected from another government body. Talking about the Parliamentary Committee’s directive on issuing licenses, he said the lawmakers were confused about it and have already sought the department’s clarification about the issue.

“We have issued licences to only those companies that would directly do business with the public and avoid all kinds of multi-layer marketing.” He said they sought police help to arrest only those who they had suspected of operating such business in disguise.

Spurs edge Chelsea in League Cup shootout

LONDON: Tottenham Hotspur overcame visitors Chelsea 5-4 in a penalty shootout to progress in the League Cup following a 1-1 home draw in their fourth round clash on Tuesday.

Chelsea appeared to be heading into the quarter-finals thanks to a 19th-minute strike from Timo Werner but Erik Lamela forced a shootout with an equaliser in the 83rd minute, finishing from close range after controlling a cross from debutant Sergio Reguilon.

In the shootout, Chelsea‘s Mason Mount struck the post to miss the decisive fifth penalty after every other spot kick had been converted.

Germany forward Werner scored his first goal for Chelsea in his fourth appearance, lashing the ball into the net from the edge of the area after receiving a cut-back from Cesar Azpilicueta.

Chelsea‘s new goalkeeper Edouard Mendy had a confident display in his first game since switching from Stade Rennes, making a good save to keep out a vicious shot from Spurs’ Spanish left back Reguilon in the second half.

But Mendy was finally beaten in the 83rd minute when Reguilon turned in the box and found Lamela, who controlled the ball at the far post before netting from close range to force the shootout in which Tottenham prevailed.

The victory was revenge for Spurs for a 2019 League Cup semi-final second-leg defeat to Chelsea on penalties.

Spurs boss Jose Mourinho, meanwhile, got one over his former Chelsea player Frank Lampard, whose Derby County side beat a Manchester United team then coached by the Portuguese in a League Cup shootout in 2018.

“We were ready to fight. I told the players before the penalties that they were magnificent in the second half, we made Chelsea look ordinary. The team waited for the right moment,” Mourinho said.

The League Cup fixture, which came only two days after their 1-1 draw with Newcastle United, was the second game of a gruelling run of four matches in eight days for Spurs.

Mourinho’s side face Maccabi Haifa at home in a Europa League playoff on Thursday before a league fixture at Manchester United on Sunday.

Mourinho made nine changes to the team who had faced Newcastle, sticking with first-choice goalkeeper Hugo Lloris instead of new signing Joe Hart and giving a second start in three days to Eric Dier, who stepped up to score the first penalty.

“I have to think about three games at the same time but the players only thought about this game, they were phenomenal. Phenomenal,” added Mourinho, who praised England international Dier despite the defender leaving the pitch to go to the toilet during the second half.

“What happened to Eric Dier is not normal, I have to praise him in a special way. It should be forbidden for a player to play two games in 48 hours at this level. What he did is not human to do.”

President issues ordinances on acid attack punishment, acid sale regulation

KATHMANDU, SEPTEMBER 28

President Bidhya Devi Bhandari today issued two ordinances to increase jail sentence for acid attackers and to regulate the sale and distribution of acid and other harmful chemicals.

One of the ordinances amended the new penal code, proposing to increase jail term for acid attackers to 20 years and fine up to Rs 1,000,000.

Under the existing law, perpetrators of acid attack face a maximum jail term of eight years.

The ordinance states that if a person attacks another person with harmful chemicals or acid and if the victim suffers damage to eyes, ears, nose, face, breasts (in case of a woman/girl) or private parts, then the attacker(s) shall be awarded a jail term of 20 years and a fine of Rs 1,000,000.

If the acid attack causes blindness in one eye or deafness in one ear, partial damage to the face, damage to one breast of a woman victim, damage to a part of the head or if the victim suffers damage to his/her back, limbs, then the attacker(s) shall face a jail term between 15 years and 20 years and a fine between Rs 700,000 and 1,000,000.

For other types of injuries caused by an acid attack, the new law proposes a jail term of seven to 10 years and a fine of Rs 500,000 to Rs 700,000.

According to the draft ordinance, if a person attempts to attack a victim with acid or harmful chemicals and the victim escapes without injury, then the attacker will face a jail term between five years and seven years and a fine between Rs 100,000 and Rs 300,000.

The fine amount will be given to the victim as compensation.

The new law also stipulates that victims of acid attack will receive reasonable compensation depending on the injuries they suffer.

The president also issued an ordinance to regulate the sale and distribution of acid and other harmful chemicals. The ordinance stipulates that acid and other harmful chemicals can be sold only after duly obtaining licence for the same.

It adds that the government may issue licence to only industries to purchase specific type of chemicals that they need. Sellers will have to keep a record of the amount of acid and other harmful chemicals they have sold to customers and the amount they have in their shops.

Acid and harmful chemicals cannot be sold or distributed to people below the age of 18. Only industries, laboratories, academic institutions and jewellery shops can purchase acid and other harmful chemicals.

Shops will have to keep details of persons who purchase acid and other harmful chemicals from them, including names of buyers, their parents’ name, addresses and contact telephone numbers of buyers.

A source at the Ministry of Law, Justice and Parliamentary Affairs said the ministry was still in the process of finalising the content of the two ordinances.

The source added there might be some changes in the final draft of the ordinances.

The president also issued another ordinance to amend provisions of Operation, Supervision and Coordination between Nepal Police and Provincial Police Act.

Villa beat Fulham 3-0 to move into top four

LONDON: Aston Villa moved into the Premier League top four after they strolled to a 3-0 win at Fulham thanks to goals from Jack Grealish, Conor Hourihane and Tyrone Mings in a lopsided contest on Monday.

The result left Villa, who narrowly avoided relegation last season, fourth on a maximum six points from two games while promoted Fulham are rooted to the bottom with no points after a third successive defeat.

Hourihane doubled their lead in the 15th after a lightning-quick move down the left flank as McGinn racked up another assist when he teed up the Ireland midfielder to sidefoot the ball into the bottom corner.

The match was over as a contest in the 48th minute when Villa‘s England centre back Mings ghosted into the penalty area and turned in a predictable cross from the left with Fulham’s defenders positioned like statues.

The home team’s manager Scott Parker rued their poor defending.

“I’ve stood in this position for the first three games and it’s a common theme of what I’m saying. You can’t give up goals like we are, I’ve highlighted it and we know where we are.

“It’s tough to fix the defensive frailties. I went with a back five today just to maybe give us a bit more solidity and it didn’t work obviously.”

Private hospitals, labs to charge Rs 3,899 for PCR test

KATHMANDU, SEPTEMBER 28

Private hospitals have fixed their own rate for conducting polymerase chain reaction tests, saying that the fee allocated by the Ministry of Health and Population was too less.

Eight private hospitals and labs, including HAMS Hospital, Star Hospital, B&B Hospital and Nepal Mediciti Hospital, issued a joint press release today, stating that they would charge Rs 3,899 for a PCR test.

On September 14, the government had decreased the fee for polymerase chain reaction test from Rs 4,400 to Rs 2,000.

The Health Emergency Operation Centre had issued a directive to all the laboratories conducting PCR test to charge Rs 2,000 per test as per the decision taken by the Incident Command System meetings held in the presence of Minister of Health and Population Bhanubhakta Dhakal on September 14.

On August 31, the government had slashed the fee for PCR tests to Rs 4,400 from Rs 5,500.

“We can’t conduct PCR test at the rate fixed by the government.

We need to follow World Health Organisation guidelines while testing samples for COVID-19.

We need high-end equipment and medical supplies,” said Bijay Rimal, executive director at Nepal Mediciti Hospital.

“Government hospitals can charge a lower fee as they don’t need to invest in staff salaries.

The government has also bought reagents and viral transport medium at cheaper rates. We have to buy the same equipment and other stuff at much higher price from the black market. We also need to test samples of our staff free of cost. We can’t conduct tests charging the amount fixed by the government. The government didn’t consult us on PCR test fee,” Rimal added.

Nepal Mediciti tests about 50 to 100 samples per day.

A press release issued by private hospitals and laboratories states, “The Ministry of Health and Population and private labs and hospitals complement each other. Discussions are being held with the government authorities on revising PCR test fee.”

“We have not been able to purchase personal protective equipment, gloves and other medical equipment necessary for a PCR test at lower rates. If we are forced to test samples at the fee fixed by the government, it would be unsustainable,” said Shail Rupakheti, managing director at Star Hospital.

Assistant Spokesperson for the health ministry Samir Kumar Adhikari, however, claimed that the decision to charge Rs 2,000 for a PCR test was taken in consultation with private laboratory operators and hospitals.

“When other private laboratories and hospitals are charging the fee fixed by the government, why can’t these eight labs do so?” wondered Adhikari.

He added, “If they can’t test samples for the price fixed by the government, then they must give us a convincing reason. They can’t fix the fee on their own,” Adhikari added.

Liverpool maintain 100% start with win over Arsenal

LIVERPOOL: Premier League champions Liverpool maintained their 100% start to the season with a 3-1 win against Arsenal at Anfield on Monday leaving them level on nine points with pacesetters Everton and Leicester City.

The visitors took the lead through an Alexandre Lacazette strike but Liverpool were in front by the break thanks to goals from Sadio Mane and Andy Robertson while substitute Diogo Jota made sure of the win with a late strike on his debut.

Liverpool created the early openings with Trent Alexander Arnold causing Arsenal problems down their left. His cross was headed goalwards by Virgil van Dijk but David Luiz cleared off the line and then another ball from the full-back was volleyed straight at goalkeeper Bernd Leno by Mane.

However, in the 25th minute, totally against the run of play, Arsenal grabbed the lead when they broke down the left and Robertson miscontrolled Ainsley Matiland-Niles’ cross, the ball falling to Lacazette whose scuffed shot deceived keeper Alisson.

Liverpool responded swiftly though, drawing level three minutes later when Mohamed Salah burst in from the left and Leno parried his shot straight into the path of Mane who made no mistake from close range.

Robertson then made up for his mistake when he was picked out by Alexander-Arnold at the far post, chested the cross down and flicked the ball past Leno to make it 2-1 after 34 minutes.

DEBUT GOAL

Arsenal made life more difficult for the home side after the break and should have drawn level in the 63rd minute when Lacazette sprung the offside trap but his shot was too easy for Alisson, who parried it to safety.

New Liverpool signing Jota, the Portuguese forward captured from Wolverhampton Wanderers, marked his debut from the bench with the goal that made sure of the win as he struck a well-taken volley from the edge of the box.

“(We were) dominant against a team in form and careful as hell that we did not get caught on the counter-attack,” said Liverpool manager Juergen Klopp.

“Alisson had to make one save, they had two chances in behind but apart from that the football we played was exceptional tonight,” he added.

The Gunners, who won their first two games, have now gone 28 matches without a win away from home against ‘Big Six’ opposition but manager Mikel Arteta saw signs of improvement.

“We were in the game for a big part of the game. The reality is they are superior to us in many aspects. You could see that in some phases,” said the Spaniard.

“I’m really happy in the way the team competed and kept believing. This is the standard we have to reach. We are on a different journey. They’ve been together five years, we’ve had a few months”.

People told to be aware of fraudsters

KATHMANDU, SEPTEMBER 27

Police have urged people, especially those going abroad or returning from foreign countries, to be aware of fraudsters offering to exchange dollar bills at a rate cheaper than the market price.

According to statistics with the Metropolitan Police Office, at least such 16 cases of fraud have been reported in Kathmandu valley in the last six months. Metropolitan Police Range, Bhaktpur, arrested a racket of five persons, including a woman, were arrested from Balkot of Suryabinayak Municipality-2, on Friday for their involvement in a series of fraud cases of currency exchange.

Those taken into custody were Khel Bahadur Tamang, 36, Rel Bahadur Tamang, 33, Shyam Bahadur Tamang, 56, Ramkrishna Tamang, 25, and Kanchhi Tamang, 32, of Sindhupalchowk.

They had robbed Dipesh Gurung of Lalitpur of Rs 500,000 in Gongabu last week. He had recently returned home from Dubai.

Mansur Gharti of Rolpa was robbed of Rs 980,000 last week in Bode, Bhaktapur.

Sudarshan Thapa of Morang, a returnee from Portugal had lost Rs 800,000 to the fraud racket.

“We have accorded top priority to this issue, as fraudsters continue to dupe many people, especially foreign returnees,” an investigating official said. According to police, the racketeers defrauded unsuspecting persons. “The racketeers find persons willing to exchange Nepali rupees for US dollars and convince them to exchange money at ‘a cheap rate’ by showing dollar bills,” said an investigating officer.

After convincing the targets, the swindlers invite them to a solitary place for ‘mutual exchange’ and make off with Nepali rupees by providing them with bundles of paper that have genuine dollar bills on the top and bottom.

Suarez scores twice, gets assist as Atletico lay down marker

MADRID: Luis Suarez had a stunning impact on his debut for Atletico Madrid following his move from Barcelona, scoring twice and providing an assist as his side crushed Granada 6-1 at home in their first game of the La Liga season on Sunday.

Suarez, who only completed his switch from Barca on Friday, started on the bench and came on midway through the second half with his side already three goals up thanks to strikes from Diego Costa, Angel Correa and Joao Felix.

The Uruguayan instantly made his mark by releasing Marcos Llorente with an exquisite first touch and the Spaniard produced a first-time finish to score the fourth.

Suarez then directed a towering header into the net in the 86th minute after a cross from Llorente before scoring again in added time, after Jorge Molina had struck a late consolation goal for Granada.

Also on Sunday, Suarez’s former Barca team mate Ivan Rakitic scored on his league debut for Sevilla, who came from behind to beat promoted Cadiz 3-1 away from home, three days after losing the UEFA Supercup to Bayern Munich in extra-time.

Elsewhere, Levante won 3-1 at Osasuna, Athletic Bilbao beat Eibar 2-1 away while Real Valladolid drew 1-1 at home to Celta Vigo.

Atletico had taken control of the game when Diego Costa headed home a cross from Correa in the ninth minute.

They should have doubled their advantage soon after when Joao Felix earned a penalty but midfielder Saul Niguez had his spot kick saved and then volleyed the rebound off target.

Granada had gone into the game on a run of four straight victories in all competitions but Atletico soon put the game out of their reach after the interval.

Record signing Felix picked out Correa and the Argentine superbly controlled before finishing into the far corner in the 47th minute while the Portuguese showed his class to score the third goal soon after.

Felix’s brilliant performance was soon upstaged by Suarez, however, the Uruguayan looking insatiable in the 20 minutes he was on the pitch after replacing Costa.

After laying on the pass for Llorente, Suarez looked to have won a penalty when he drew a foul from Fede Vico and was all set to take the spot kick before the referee overturned the decision after reviewing the play on the pitchside monitor.

Suarez, though, went on to prove he still has much to offer at the top level after being forced out by Barca despite his 198 goals for the club in all competitions over six seasons — the third highest tally by any player in their history.

22,000 Nepali migrant workers leave for India

Despite the fear of COVID-19 pandemic, 22,000 Nepalis have left for India via Nepalgunj border point for work.

SI Bishnu Giri at Jamunaha Area Police Office, Nepalgunj, said around 22,000 Nepalis had gone to India through Nepalgunj border point in the last four weeks. Nepalis left for India saying the prolonged lockdown and COVID-19 fear had made it difficult for them to sustain their livelihood.

These migrant workers, who had returned home after the lockdown started.

According to SI Giri, a total of 76,048 migrant workers had returned to Nepal via the Nepalgunj border point till September 15. Around 40,000 Indian nationals returned home during the same time via the border point.

Giri said that Nepalis holding ration cards had started going back to India. “Nepalis having a hard time making ends meet during the lockdown have started going back to India,” added Giri.

Giri said they had been allowed to enter and exit the country via the border for treatment, medicine procurement and for meeting patients.

“We have allowed people’s movement on the Nepal-India border on the basis of recommendation letter and identity card,” said Giri.

After Indian security personnel tightened the entry of Nepalis at the Nepalgunj border point, many people without Indian identity cards started going to India via Kailali’s Trinagar border point. People from Dang, Banke, Bardiya, Jajarkot, Surkhet, Dailekh, Jumla, Salyan, Rukum and Kalikot go to India for work.

Replace all Cabinet ministers: NCP Co-chair Dahal

KATHMANDU, SEPTEMBER 27

Co-chairs of the ruling Nepal Communist Party (NCP) — Pushpa Kamal Dahal and Prime Minister KP Sharma Oli — met today to discuss Cabinet reshuffle.

A source close to Dahal told THT that Dahal asked Oli to replace all the ministers in his Cabinet, but the PM did not agree to his proposal. Oli’s Press Adviser Surya Thapa ruled out Cabinet reshuffle in the near future owning to several differences between the two leaders.

NCP Spokesperson Narayan Kaji Shrestha said he did not know if the two co-chairpersons had already reached an understanding on the Cabinet reshuffle. According to him, Oli and Dahal would bring the proposal to the party Secretariat after reaching an understanding on the modality of Cabinet reshuffle.

“The party Secretariat has decided to reshuffle the Cabinet in order to enhance the government’s performance,” he said and added that inclusion would be taken into consideration in the reshuffle.

According to Shrestha, Oli had told the secretariat meeting that he was not in favour of a major reshuffle. “Dahal was also not in favour of replacing all the Cabinet members. Instead, he was in favour of replacing most members of the Cabinet retaining a few members,” Shrestha added. He said Dahal wanted to replace most members of the Cabinet because that could help enhance governance.

A Standing Committee member of the NCP told THT that three heavyweights — Oli, Dahal and Madhav Kumar Nepal — would try to induct their loyalists who could brighten the prospects of their factional interests in local, provincial and parliamentary elections. According to him, six NCP leaders, who were members of the task force whose suggestions ended the intra-party feud, could be inducted in the Cabinet when the reshuffle takes place. The six members of the task force were Surendra Prasad Pandey, Bhim Bahadur Rawal, Pampha Bhusal, Janardan Sharma, Shankar Pokharel and party General Secretary Bishnu Prasad Paudel.

As per the constitutional provision, the number of ministers cannot exceed 25.

At present, there are 22 members in the Cabinet, including the prime minister who holds the finance and communications and information technology portfolios. If the PM decides to increase the number of Cabinet ministers to 25, he might have to split some ministries.

Messi back in scoring business in dream start for Koeman

BARCELONA: Lionel Messi was back in scoring business for Barcelona on Sunday, leading them to a resounding 4-0 win at home against Villarreal in a near-perfect La Liga opener for the Catalans under new coach Ronald Koeman.

Teenage forward Ansu Fati was in inspirational form for Barca, combining with Jordi Alba to side-foot home first time into the net in the 15th minute and then striking again four minutes later with another ice-cool finish.

Fati, the 17-year-old in his second season in Barca’s first team after a stunning rise last year from the club’s youth set-up, then won the penalty which captain Messi dispatched to score the third in the 35th.

Villarreal defender Pau Torres scored an own goal right at the end of the first half to heap more pain on Unai Emery’s side and Barca continued to dominate the game in the second half without managing to add to their hefty advantage.

Koeman, who succeeded Quique Setien in August after the crushing 8-2 defeat to Bayern Munich in the Champions League, could hardly have hoped for a better start after the chaotic close season overshadowed by Messi’s attempt to leave the club.

The Argentine had unleashed his latest attack on the club’s hierarchy only on Friday, criticising the manner in which his former strike partner Luis Suarez had been forced out of the club.

Suarez enjoyed a superb debut at Atletico Madrid earlier on Sunday but here Barca did not seem to be missing the Uruguayan as they played with more pace and freedom than for many parts of last season, launching quickfire counters as well as building from the back.

“It was a good game for us especially in the first half, we were much better than them, we created lots of chances and scored four goals,” said Barca midfielder Sergio Busquets.

“We dropped our intensity a bit in the second half and they made things more difficult for us but overall we leave our first game with good sensations. We’re close to the team we want to be.”

The former Barca defender Koeman handed La Liga debuts to 17-year-old Pedri, Portuguese winger Francisco Trincao and Bosnian midfielder Miralem Pjanic in the second half.

Ousmane Dembele also came on for his first competitive appearance for Barca since last November after returning from hamstring surgery.

Spiderhead will be directed by Joseph Kosinski with Deadpool screenwriters Rhett Reese and Paul Wernick will pen the script.
