Construction of National Zoological Garden in Suryabinayak in limbo

Construction of National Zoological Garden, resembling natural habitat for wild life, which will also serve as an ex-situ conservation site for the protection and breeding of endangered and exotic animals, is in limbo due to negligence of the concerned ministries.

The Cabinet in February 2015, had decided to construct National Zoological Garden in Suryabinayak, Bhaktapur, based on a proposal and feasibility study report submitted by the Ministry of Forests and Environment. Four years have passed since, however, authorities concerned are yet to draft a detailed project report of the project.

The project aims to create a safe haven for the wildlife in the forest area, spread along the 245.165 hectares and a 16-km perimeter of community forests.

Prime Minister KP Sharma Oli, on 23 June 2016 had laid the foundation stone of the zoological park amidst a programme. But, work at the site has yet to make a headway. The Department of National Parks and Wildlife Conservation, the authority responsible for constructing the project has so far completed wire-fencing on the perimeter of the proposed park, dug a deep boring plant and built a building for housing security personnel to guard the park. The government had allocated a budget of Rs 55 million in the fiscal 2016-17 for the project.

Narayan Rupakheti at DoNPWC said the department was still awaiting budget from the government to carry out DPR for the mega project. Rupakheti, talking to THT, said the department has written to ministries like the Ministry of Finance and the Ministry of Forest to provide it with budget to execute the project. “But, we have not been provided the money yet,” he said.

The DoNPWC has sought Rs100 million from the government for the DPR. DoNPWC estimated the total project cost to be around Rs six billion. Officials of DoNPWC claimed they would complete the project within five years once the budget is provided. The park will have to ensure ‘shelter-food-water’ facilities for the animals that are placed inside it.

Apart from creating facilities resembling natural habitat for wild animals, DoNPWC has planned to build an ex-situ conservation site for the protection and breeding of endangered and exotic animals. The master-plan of the garden has also envisioned building a rescue centre and an animal hospital, inside the park.

Rupakheti said the park would also produce a large amount of fodders for herbivorous animals in Bara and Parsa national parks, where animal food gets reduced during the dry season.

Spokesperson for DoNPWC Bishnu Prasad Shrestha  said, the government lately has become positive in regards to their demand for the budget. “We are confident that work on the zoological garden will begin soon,” Shrestha said.

Against people’s aspirations: NC

The main opposition Nepali Congress today said the annual budget was full of distributive programmes and it did not address the people’s aspirations for development and prosperity.

A meeting of the NC Parliamentary Party held at Singha Durbar today concluded that distributive programmes would only increase recurrent expenditure at a time when the need was for spending on development.

Of the total budget for 2019-20, the government aims to utilise Rs 957.1 billion as recurrent expenditure. It has earmarked Rs 408.59 billion and Rs 167.86 billion for capital expenditure and financing provisions, respectively.

NC Chief Whip Bal Krishna Khand said after the meeting that the government’s plan to raise loans amounting to almost a third of the total budget would ultimately add to the burden on Nepali citizens.

Khand said Khatiwada neither came up with any plans to generate employment for the youths nor did he take any initiative to boost productivity in the country. This will further increase the trade deficit that has already been rising alarmingly.

“This is against what Nepali people want. This cannot ensure development,” said Khand.

NC concluded the budget size was huge. “Seems the government plans to run the country on credit,” said NC Whip Pushpa Bhusal.

Local governments to get 9,161 civil servants

Following recommendation by the central government, the Federal Public Service Commission has come up with a schedule to recruit 9,161 civil servants for local governments.

The FPSC today announced that it was all set to hire more than nine thousand employees for 515 local governments.

Of 9,161 employees to be hired by FPSC, nine are for economic plan and statistic service, 3,638 for engineering service, 10 for judicial service, 4,097 for administrative service, 805 for educational service and remaining 602 for other services. FPSC is responsible for recruiting civil servants for the central government only. Provincial Service Commission that is supposed to recruit employees at provincial and local levels is yet to be formed.

Hence, the central government entrusted the FPSC to hire civil servants for local governments, in line with the Civil Servant Adjustment Act.

“The commission has followed the decision by the government to hire employees for local levels,” Chair of the FPSC Umesh Mainali said, during a press conference today, adding that it has already started the process, which would be completed this mid-December. According to Organisation and Management Survey by the Ministry of the Federal Affairs and General Administration — a total of 84,409 posts were created under the central government, 22,297 posts under the provincial governments and 66,908 posts under the 753 local levels. Percentage-wise, 35 per cent of posts were created for the centre, 16 per cent posts for the provinces and 49 per cent for the local levels.

Total, 40,409 employees were integrated into the centre, 14,659 employees in the seven provinces, while 31,043 employees were integrated at local levels, as per the government’s employee adjustment process.

As most of the civil servants under the adjustment process were integrated into the centre, local governments have been facing a shortage of staffers.

Local levels and provincial governments had been requesting the federal government to provide enough civil servants for their smooth functioning.

TIA immigration officer booked for graft

Kathmandu, May 30

The Commission for the Investigation of Abuse of Authority today filed a chargesheet at the Special Court against Ramakant Aryal, an immigration officer at Tribhuvan International Airport, for allegedly accumulating disproportionate assets worth around Rs 20.6 million.

Acting on a complaint against Aryal in connection with accumulation of assets from illegitimate sources, the anti-graft body launched a thorough investigation that led to the filing of the charge.

An investigation by the CIAA shows that Aryal earned cash and property valued at around Rs 24.9 million from 8 September 2002 (date of joining government service) to mid-December, last year.

The amount includes his salary, allowances, agricultural income, loan, ancestral property and sale of land.

The CIAA report suggests that Aryal and his wife Sarita Nepal spent or invested more than Rs 45.6 million during the 16 years. Investments were made in land, house, vehicle and bank deposit.

Joint Secretary Pradeep Kumar Koirala, who is CIAA spokesperson, said Aryal had failed to disclose the source of disproportionate assets equivalent to Rs 20.6 million.

According to the CIAA, Aryal had earned Rs 20.6 million illegally as he could not establish its legitimate sources.

The CIAA has also listed Sarita as a defendant in the corruption case under the Prevention of Corruption Act for the purpose of recovery of the amount in question.

It has sought confiscation of Rs 20.6 million, a fine of an equivalent amount and jail sentence as per the provisions of Sub-section (2) of Section 20 of the act.

Aryal has been suspended from civil service since the anti-graft body filed a case of corruption against him.

Budget for education, science and technology increased

The government has increased the budget for education, science and technology by more than 17 per cent for the fiscal 2019-20.

Finance Minister Yuba Raj Khatiwada, presenting the budget said that Rs 163.76 billion had been allocated for education, science and technology. This is more than 17 per cent in comparison to Rs 134.50 billion budget allocated in the current fiscal under the same title.

The government has announced the next 10 years as community school quality improvement decade, allocating Rs 8.53 billion for the programme. The amount will largely be used to build 300 new high schools across the a. It will also be used to build necessary hostel facilities at community schools in the mountain and hilly regions.

The government has proposed to draft University Umbrella Act. The government has also decided to restructure University Grant Commission as Higher Education Commission. The grant money which is being provided to UGC, however, has been increased to Rs 17.64 billion. For the current fiscal, the government had allocated Rs 14 billion for UGC.

Similarly, Rs 1.10 billion budget has been allocated for Madan Bhandari University of Science and Technology. The finance minister also said nuclear research centre would be established in the country. Minister Khatiwada also pledged to build a forensic science laboratory in all the provinces.

Five billion rupees budget has also been allocated for President Education Reformation Fund. The fund will be used to provide free sanitary pads to girl students in all community schools and for hiring at least one sports teacher for each community school. Likewise, Rs 3.191 billion budget has been allocated for scholarship.

Some 1.076 million Dalit students, 1.965 million female students and 63 thousand disabled children will benefit from the government’s scholarship programme, in the next fiscal.

The government has also allocated Rs 5.95 billion budget to provide free lunch to more than 22 million students of community schools.

The government has allocated Rs 1.50 billion for a programme, ‘Know your nation, make your nation’. The programme aims to improve vocational education in the country and provide capacity building trainings to teachers teaching subjects such as mathematics, science and English.

President Bhandari awards Constituent Assembly members

KATHMANDU: The government has conferred the Constituent Assembly medal on all the members of Constituent Assembly (CA) elected in first and second CA elections.

A total of 1,106 CA members would be awarded the CA medal in two phases. The first phase programme was organised at the Office of the President at Shital Niwas this morning while the second-phase programme took place this afternoon.

The medal distribution ceremony commenced with President Bhandari awarding Prime Minister KP Sharma Oli with the medal. Also receiving the medal were Speaker Krishna Bahadur Mahara, former Prime Minister Pushpa Kamal Dahal and Jhalanath Khanal, among others.

The medals are conferred on CA members in recognition of their contribution in promulgation of the new constitution after a recommendation from the Council of Ministers.

The constituent assembly elections were held on April 10, 2008 and November 19, 2013.

Budget for quality journalism

The budget for the next fiscal year has envisaged the provision of a media village in each of the seven provinces.

The government has allocated budget to cover accident insurance for journalists and for enhancing quality and encouraging professionalism and objectivity in journalism. “I have boosted funds for government advertisements by 15 per cent,” said Finance Minister Yubaraj Khatiwada, presenting the budget for fiscal year 2019-2020 today.

In the budget, the government has proposed to establish Public Service Broadcast Enterprise by merging Radio Nepal and Nepal Television.

The budget has also proposed a plan to set up a secure printing press within the country for the print layout of passports, banknotes, excise stickers, postal stamps, landowner certificates and other documents of public importance within the next two years.

According to the budget, the government will protect the information and details being used in government service in disaster recovery centres. “In order to minimise cyber security risk, cyber security system will be implemented,” states the budget.

The budget also envisages the preparation of a national frequency determination plan and strategy to assure that it has been managed.

All wards, health centres and public high schools will be connected via broadband internet, within the next fiscal year.

Unveiling the budget for the fiscal 2019-20 at the Parliament, Minister of Finance Yubaraj Khatiwada said the government would encourage and promote operation of emission-free vehicles to combat air pollution. He informed that he had allocated Rs 1.53 billion for improvement of transport management.

According to Minister Khatiwada, the government will make public transport system competitive and systematic. “E-card system will be introduced for payment of transport fair, while enhancing reliability of public transport,” he said.

For the purpose of e-vehicles, the government will establish adequate number of charging stations, in coordination with Nepal Electricity Authority. There is a plan to set up vehicle fitness test centre in Kathmandu and all provinces, by making it mandatory for periodic emission test of vehicles. “The government will also prioritise and encourage the use of mass transportation in cities,” Minister Khatiwada said.

Electric vehicles and non-motorised transport can play an important role in reducing emission load in cities like Kathmandu where rising level of pollution has become a major health concern, according to the government.

Vehicular emission is the major cause of deteriorating air quality in urban areas, where it is aggravated by substandard or adulterated fuel, narrow and poorly maintained streets, poor traffic management, old vehicles and poor vehicular maintenance.

Economic diplomacy, disaster management budget’s priorities

The government in its budget for the fiscal 2019-2020, has prioritised economic diplomacy besides emphasising issues of national security, Nepal’s dignified presence in international arena and disaster management.

Presenting the budget for fiscal year 2019-2020 today, Finance Minister Yuba Raj Khatiwada said economic diplomacy will be aimed at boosting international cooperation in the areas of development assistance, trade, investment, labour, and tourism promotion.

According to the budget, Nepal’s foreign policy will be based on national interest, mutual benefit and respect, international commitment and responsibility, and justice. “National pride will be boosted in the international arena ensuring independence, sovereignty, territorial integrity, freedom and national security,” said Khatiwada.

The budget also aims at boosting relations with all friendly nations, including neighbours, development partners and labour destinations. With a view to forge a common view on national, regional and global issues through extensive dialogue, the government will hold international-level Sagarmatha Dialogue.

The government had in April decided to hold the event on a regular basis with the objective of bringing government representatives, civil society members and academicians to discuss political, environmental and geopolitical issues, as well as other international issues which could be of interest to Nepal.

Besides working to make effective regional forums of which Nepal is a member, the budget also envisages sharing its experiences of its unique peace process as ‘a role model for the world’.

Khatiwada said the government will implement electronic passport system, and offer online entry permits to foreigners visiting Nepal. “Knowledge, skills, capital and technology of non-resident Nepalis will be attracted for socio-economic development,” he said.

On the national security front, the budget for the next fiscal year envisages further strengthening national security system by making security agencies strong, capable, and responsible.  The National Investigation Department will be converted into a professional intelligence institution, read the budget.

“The national security system will be strengthened by implementing the national security policy. The process to establish a national defence university will be expedited to conduct study and research on national security and defence,” according to Minister Khatiwada.

The government has been planning to set up such a university for the past four years.

The government plans to boost physical as well as technical capacities of security units for border security and to control cross-border crime and smuggling.

In terms of disaster risk management, the budget aims at installing a disaster forecasting system in all vulnerable zones where security agencies are based. All mechanisms will be kept on alert and ready for deployment for disaster preparedness, search, rescue, relief and rehabilitation.

“In order to ensure that there’s no shortage of funds during disaster, I have allocated Rs 5.5 billion budget,” said Khatiwada, adding emergency storage centres will be set up in all of the seven provinces.

Rs 68 billion allocated for health, population

In its bid to provide free basic health services to people, the government has allocated a budget of Rs 68.78 billion for health and population sectors.

Health services will be made accessible and qualitative. It has also promised to provide reliable primary health services at local health facilities.

Grants have been increased to Rs 2.2 billion for disadvantaged citizens for treatment against eight types of diseases. Budget has been allocated for treatment of diseases like cancer, blood pressure and diabetes.

New programmes have been formulated to bring all Nepalis under insurance policy. Health insurance covering basic health services will be made available from all local health centres. A budget of Rs 6 billion has been allocated to introduce health insurance schemes in all the districts.

Necessary budget has been allocated for free tests for cervical and breast cancer among women, administering vaccine against cervical cancer and for providing safe motherhood and reproductive health services. A campaign for full immunisation will be run at ward-level.

A sum of 2.22 billion has been appropriated for new-mothers’ travel expenses. The government has also allocated a budget of six billion for Child Health and Nutrition Programme.

The government has decided to provide Rs 3,000 as transportation allowance to 52,000 female community health volunteers.

It has also allocated budget to run special programme for prevention of sickle-cell anaemia. The government has allocated Rs 1.82 billion budget to help prevent tuberculosis, AIDS and sexually transmitted disease and leprosy.

It has allocated five billion rupees to establish one primary health facility with one doctor, in each local level. The government has also allocated Rs 5.57 billion for completion of under-construction hospital buildings. Rs 1.26 billion has been allocated to upgrade 15-bed primary hospitals.

As per the policy to upgrade at least one hospital from each province to provide special services, Rs one billion has been allocated to upgrade Koshi Hospital, Bharatpur Hospital, Narayani Sub-regional Hospital, Bheri Zonal Hospital and Dadeldhura Sub-regional Hospital.

Rs 400 million has been allocated for establishment of Ramraja Prasad Singh Hospital in Rajbiraj. Budget has been allocated for the construction of infrastructure for Manmohan Cardiothoracic Vascular and Transplant Centre. The government has allocated budget  to construct a cancer hospital in Siraha, for extended services of BP Koirala Cancer Hospital and for services related to respiratory diseases at GP Koirala National Centre.

A grant has been managed for establishment of human organ matching test at Human Organ Transplant Centre, Bhaktapur. The government has appropriated Rs 400 million for betterment of Bir Hospital.

Central Health Laboratory will be upgraded to National Diagnostic Centre. Modernised diagnostic centres will be operated in all provinces within three years. The government has put an absolute ban on smoking and drinking in public places.

The government is set to encourage ayurvedic, homeopathic, yunani, acupuncture, amchi and naturopathy treatment methods. Basic health services will be made available round the clock in primary health facilities through tele-medicine services.

Senior citizen allowance sees an increment of Rs 1,000 (up from Rs 2,000 to Rs 3,000).

Flight operation chaotic at TIA domestic terminal; flights delayed, cancelled

KATHMANDU: Flights to and from Kathmandu have been disrupted following the closure of the sole runway at Tribhuvan International Airport (TIA) today morning.

President grants amnesty to 434 jailbirds on Republic Day

On the occasion of the 12th Republic Day, President Bidhya Devi Bhandari granted amnesty to 434 convicts doing time in prisons across the country.

They will be entitled to remission of remaining jail terms under the amnesty. A press release issued by the Office of the President stated that eligible jailbirds were granted amnesty in accordance with Article 276 of the constitution, on the recommendation of the Council of Ministers.

Nepal has a tradition of granting amnesty to eligible prisoners to mark major festivals like Dashain, Tihar and Republic Day. The government may recommend the President to waive off the remaining jail term of the prisoners, who have been convicted of small-time crimes and have already served at least 40 per cent of the jail term, provided they have demonstrated a good conduct in prison.

Seventy-five per cent of the remaining term of jailbirds, who are above 65 years, and have demonstrated good conduct, may be commuted. However, those convicted for 14 types of heinous crimes, including kidnapping and hostage-taking, rape, molestation, human trafficking, murder, corruption and smuggling of drugs and body parts of wild animals are not eligible for pardon, as per Rule 29 of the Prison Rules.

Earlier, the Department of Prison Management had forwarded a list of convicts deemed eligible for amnesty to the Ministry of Home Affairs, on the recommendation of concerned jailers. Upon receiving the list, the ministry had forwarded it to the Cabinet before seeking presidential approval.

The amnesty policy aims to reduce pressure in overcrowded prisons and give an opportunity to small-time offenders to correct themselves. The country has 74 prisons in 72 of total 77 districts. The prisons with a total capacity of around 14,000 persons were crammed with more than 19,000 jailbirds, as of mid-April.

Free sanitary pads for public schools

KATHMANDU: The Federal Budget presented by Finance Minister for the fiscal year 2019/20 has allocated budget to provide to make sanitary pads available for free in public schools.

As this allocation comes into effect, all the female students enrolled in public schools will have free access to sanitary pads as and when needed.

The Finance Minister today unveiled a budget of Rs 1.53 trillion today at the Federal Parliament.

In addition, senior citizens allowance and salaries of public service officials has been increased in the budget.

Diabetes patients on the rise, life style to be blamed

The number of people suffering from diabetes has been increasing in the country, of late.

Unhealthy diet, lack of physical activities, alcohol, tobacco, stress, obesity and changing lifestyles are to be blamed for the rising number of diabetic patients.

According to the data provided by Bir Hospital about 11,000 patients visited the hospital’s Diabetes and Endocrine Unit in the fiscal 2017-18. The number of patients visiting the hospital in the year 2016-17 was about 9,000. “There has been a steady rise in the number of diabetic patients,” said Dr Alark Devkota Rajouria at Diabetes and Endocrine Unit, National Academy of Medical Sciences, Bir Hospital.

Even young people (below 40 years of age) are being diagnose with diabetes in recent years. Earlier, only 30 per cent of the total diabetic patients were below 40 years of age, but now 50 percent such patients are below 40 years of age. The main reason for rising number of diabetic patients is changing life style and food habits, according to doctors.

The number of diabetic patients has increased also because more people are now aware of the disease. But still people visit hospitals in the last stage. Dr Rajouria advised
people to go for blood sugar check when they reach 35.

Compared to people in villages, people of urban areas are more likely to suffer from diabetes. Cases of diabetes is also high among people returning from foreign employment for their dietary habit of consuming sugary drinks and fatty foods.

Retinopathy, high blood pressure, heart attack, diabetic foot ulcers, diabetic kidney and neuropathy — a condition that affects activities of nerves — are some of the complications seen in a diabetic patient.

According to the doctor, avoiding processed food with fat and sugar, maintaining weight, consuming plenty of vegetables, fruits and fibrous food help in preventing the disease.

According to World Health Organisation’s Global report on diabetes, the number of adults living with diabetes has almost quadrupled since 1980 to 422 million. This dramatic rise is largely due to the rise in type 2 diabetes and the factors driving it include, overweight and obesity.

WHO’s South-East Asian Region has seen a recent dramatic increase in diabetes with an estimated 96 million people living with diabetes.

Wanted bike thieves arrested

Kathmandu, May 28

Metropolitan police circles in Thimi and Jagate of Bhaktapur have arrested six persons who were in the wanted list for their involvement in stealing motorbikes from Kathmandu valley.

Those arrested, who used to ‘steal motorbikes in an organised way representing various gangs’, were found responsible for stealing at least 10 motorbikes in the past one year, according to police.

They have been identified as Bijay Manandhar, 29, of Ramechap, Prabin Baruwal,19, Okhaldhunga, Prem Bahadur Katuwal, 27, of Okhaldhunga, Suresh Rai, 29, of Khotang, Umesh Tamang, 31, of Sindhupalchok and Vision Karki, 22, of Okhaldhunga.

The two police circles in Thimi and Jagate, in a joint operation, busted them from their hometowns in a week long search operation. Police also retrieved six motorcycles from them. Police said they had sold the motorbikes at the rate of Rs 50,000 to Rs 150,000, the market price of which would cost Rs 300,000 to Rs 600,000.

Kathmandu valley reported 1,398 complaints of bike thefts during eight months of the current fiscal 2018-19. Police, was able to retrieve only 376 bikes, arresting 69 people for the crime, until the first week of May 2019.

NCCC tells government to approve DPR of fast track

Kathmandu, May 28

The National Concern and Coordination Committee of the National Assembly today directed the government to approve the detailed project report of the 76.2-kilometre Kathmandu-Tarai Fast Track.

The South Korean joint venture company — Yooshin and Pyunghwa — had submitted the DPR to the Nepali Army on February 3. After one-and-a-half months study, the NA had forwarded the DPR to the government for approval.

However, the government has yet to approve the DPR. “The NA is waiting for government’s approval,”said Project Head Yogendra Khand. The DPR should be approved through the Cabinet meeting. The NCCC has directed the government to clear the way for the NA to start work on the fast track by approving it at the earliest. The panel has also directed the NA to coordinate with concerned local governments and provinces while constructing the express way.

Lawmakers in the committee urged the NA to complete the project on time. Ruling Nepal Communist Party(NCP) lawmaker Komal Oli said the NA should be careful while felling trees for the project.

Project Head Khand informed mediapersons that the estimated cost of the project was Rs 213 billion.

Eight arrested for gambling in Tokha Municipality

KATHMANDU: Police on Tuesday arrested eight persons on the charge of gambling from Tokha Municipality-6 of Kathmandu district.

Police raided the house belonging to Suman Kunwar and arrested local Basanta Kumar Pandey (60) and seven others red-handed and seized Rs 47,350 cash from the gambling site.

Meanwhile, further investigation into the case is underway, said police.

PARIS: Naomi Osaka expects Thursday’s French Open second-round meeting with a resurgent Victoria Azarenka to be her toughest challenge this year as the world number one struggles to find the form that won her the last two in January Grand Slam titles.

Osaka has had a series of inconsistent results amid mounting pressure since she followed up her US Open success with the Australian Open title and was a bundle of nerves during her opening match in Paris on Tuesday.

The Japanese lost the first set tamely before fighting back to overcome Slovakia’s Anna Karolina Schmiedlova 0-6 7-6(4) 6-1, but is well aware that former world number one Azarenka could punish her for another slow start.

“She’s been playing really well recently,” Osaka said of the Belarusian, who is showing signs of returning to her best following the birth of her son Leo in 2016 and an ensuing custody battle with her former partner.

Osaka eased to a straight-sets victory when the pair met in Rome last year, but the 21-year-old does not foresee another one-sided contest.

“There is no way that it’s going to be a similar match to the one I played her in Rome last year,” Osaka said. “So I’m expecting one of the hardest matches of the year.”

Azarenka beat former champion Jelena Ostapenko 6-4 7-6(4) to advance to her third career meeting with Osaka.

“It’s going to be exciting. I had some good wins in the last couple weeks against top 10 players, so I feel that I’m ready to play against top players,” Azarenka said.

In other matches on the main show courts, Serena Williams takes on Japan’s Kurumi Nara while men’s top seed Novak Djokovic meets Henri Laaksonen of Switzerland.

Defending champion Simona Halep faces Magda Linette of Poland.
