Bodycam video shows Rochester police use pepper spay on handcuffed 9-year-old girl

The incident, which happened Friday around 3:30 p.m., began when police received a 911 call about “family trouble,” and the young girl “indicated she wanted to kill herself, and she wanted to kill her mom,” Deputy Police Chief Andre Anderson said during a press conference Sunday.
