Independent investigation into death of Elijah McClain says officers had no legal grounds to stop him

Officers in the Colorado city of Aurora did not have any justification to stop or use force to detain Elijah McClain, a black man who died after being put in a chokehold by police in 2019, according to an independent investigation outlining how mistakes made by both law enforcement and paramedics resulted in his death.
