Immigration authorities are investigating whether human smuggling was involved in Tuesday’s deadly crash between an SUV crammed with 25 people and a semi-truck near the Mexican border in California. The collision killed the driver and 12 passengers inside the Ford Expedition, which is meant to seat only up to eight people.
