Ida weakens to tropical storm after knocking out power to more than 1 million homes

Ida was downgraded to a tropical storm Monday after slamming into Louisiana and Mississippi as a Category 4 hurricane, a catastrophic system that caused widespread devastation across the region and knocked out power to the entire city of New Orleans on the 16th anniversary of Hurricane Katrina.
