Putin claims victory in Mariupol, Ukraine despite steel-mill holdouts

Instead of sending Russian troops in to finish off the Ukrainian defenders in a potentially bloody frontal assault, President Putin apparently intends to maintain the siege and wait for the fighters to surrender when they run out of food or ammunition.
